I just wouldn't have the audacity to do something like that... And he doesn't want to beg for benefits from the state - he wants to work honestly, pay taxes, and develop. I doubt that this will be possible in a not quite legal position.

Florida is very business friendly. There are plenty of small towns with small manufacturers in them. Materials and distribution are no problem. NE Florida's climate is not to bad overall. Probably why it is one of the fastest growing states in the country. We have quite a diverse immigrant community here in Jacksonville.
Also reaffirming to know that our governor's disposition is keeping some dip shits from moving here!
