In factory production the bolt pieces are hydrogen atmosphere brazed using a tiny ring of copper wire at each join.............the handle piece is /was a casting ,the rest machined from bar...........incidentally ,if a bolt closes stiff on headspace ,rapid wear of the locking lugs will occurr.

Have had two (!) different era Ithaca 37 (slide action shotguns) firing upon closing the action on a round. Very dangerous. Sear bolt engagement. When loading any pump always point muzzle safely. Sometimes we have the muzzle pointed at into the trunk or side of a car, worse towards feet, for example, when loading for hunting. Nothing is fully certain.
Common issue with those when the sear wears, same with model 12’s and 97’s
They have no disconnector, they will fire if you hold the trigger back and cycle the actions. Believe it or not in 50’s-70’s police training this was taught. Anyway replacing the sears or hammers fixes it

Maybe not to OP but interjecting here I enjoyed this video of custom action and bolt machining w BAT. The bolt work starts at 18:54:

Thank you. Some insight into custom machining. For my project bolt needs to closely fit receiver, and firing pin must be a close, slip fit in bolt. Precision reaming the bolt ID at HRC 40-45 may be a challenge. That's what I thrive on.

There was a utube of a guy demonstrating some feature or other of a pump gun,he knocks the butt on the ground, and you can see the shot parting his hair .....one lucky guy.

On most "modern" production bolts the radiused area between the lugs seems to be surface machined -- some more and some less obviously so. If that was out of the cards I would consider building a form tool, or grinding wheel as previously mentioned.
