If you reuse fired primers, you might want to anneal (in an oven) them so repeated stretchings by firing don't cause stress hardening at the dimple. And even with that, recycle them as you do with old brass after a number of firings.
Actually, the anvils would be the harder part to make and it probably wouldn't be that hard to make a punch and die for new cups for use with recycled anvils. For priming compound look up "rimfire reloading kit".

For black powder guys there is are reproductions of the old Tap-A-Cap punch and die set to make percussion caps out of soda cans. They use paper caps as a priming compound.
