Thanks to everyone that has made suggestions....some had solutions or methods that I would have never thought of. Ultimately, eKretz, you are correct...the manufacturing shop is ultimately responsible for making the part to print, and should be held accountable. Your comment as to how to had lap the out of spec parts is exactly how I was thinking of trying, except I would swap out the emery paper for diamond film. Thanks to all, Mark

I had a look in a book on dimensional metrology which suggested air gauging by placing the part in a nest and putting the surface to be tested on an optical flat or surface plate. It's a slightly different metric, but is fast enough to be a viable inspection of a seal at time of installation.

But eKretz is usually right ;-)
