Since you posted this in the Manuals and Brochures archive, I got my doubts about your ability to chase through the wiring diagrams. Just sayin'.
Try posting in the General Forum.
Hire a competent, Local, Electrician.
If the motor starts but the chuck does not turn, that is normal. The clutch lever on the carriage engages the clutch to run the spindle Fwd or Rev.

One thing to look at quickly. If the forward / reverse lever is engaged the motor will not start.

Make sure the main switch located at rear of machine is turned on, for starters.
