Now for a little bad news and a rant, lol. In post #3 we see clutch rod off of qcgb due to broke coupling. I knew that. In special instructions during purchase, I asked them to tie up the clutch rod prior to loading and shipping to not cause other damages. . . They didn't do that. Worse yet...- texasgeartrain

Round Dial 10EE Compound Holes
I don't know your's exactly, but in compound rests they would be for shooting some oil in on occasion. The handle side not only is a bearing to hold feed screw straight and centered, but should also control end thrust of the feed screw. So both of which would take lube to keep nice smooth...- texasgeartrain

I couldn't speak for aircraft design. But I've been on Chinese airlines inside of China. Very reminiscent of US airplanes and service of the 1960's and '70's, like glamorous or prestigious. Yet another 13" Taper Attachment Thread
The holes for pins must be drilled all the way through TA mounting. No way someone laid out, marked, and drilled blind holes in both saddle and TA mounting and managed perfect alignment and fit. Yet another 13" Taper Attachment Thread
As you said, with alignment and such done, and with TA mounting bolted tightly to saddle. Drill right through existing holes of TA mounting, or punch new holes. Your mechanical skill is at least decent if you are willing to tear down the machine. And if you can zero work in a four jaw chuck, then you can check and align headstock and tailstock yourself. South bend 10L cast iron bearing specifications
My 16" has cast iron bearings. I set my target to just a C hair more that .001" on bearing clearance to about .00125". And to about .0005" on the end thrust. I never had an issue with it running hot, and follow up checks a couple years after the fact show me still holding the same clearance...- texasgeartrain

I had some of the same questions myself, and had talked with tailstock4 about it. As Garwood mentioned its Glyptal. Glyptal was developed by GE, and in at least part, was used to paint and insulate inside of electric motors as well. Glyptal has different part numbers based on size, color etc...- texasgeartrain

I don't know specifically to answer your question. But if they are used, I might find a way to test them to see if they work or replace them if its a question. Stuck or clogged units are a problem for way damage and such long term. Ultimately getting oil is the most important, verse no oil. so...- texasgeartrain
