Help Troubleshooting Weird VMC15 Spindle Drive Problem

Hi all,
I have a new to me VMC-15 with Baldor Spindle drive(VS1GV210-1B). The high speed mode does not work and only runs at 50RPM with the spindle load indicator at 120-150%. I am new to Fadal machines but the low speed mode seems to work normally 0-2500RPM spindle commands work and I can override them up to 3700RPM.

With Fadal control out of the loop, I can command the drive manually on the keypad in low speed (WYE) configuration and see the corresponding RPM with voltage reading of 216V and spindle spinning correctly. When switched to high speed (Delta) configuration, the manually commanded RPM caps out at 50ish RPM and the voltage shown on the display was 9V (absurdly low).

Seems to me like the drive electronics, encoder, motor, and input power are all OK from the normal Low speed operation. WYE or Delta configuration shouldn't matter for the drive right? If it works perfectly in WYE shouldn't the drive be good in Delta?

I go to manual mode on the 88HS and enter S2501 or greater for high speed. Then wait for the contractors to click. I checked for coil voltage and contact motion.

Side note: When I go back to low speed with =< s2500, it won't click back into low speed mode and faults out on a spindle start. The resulting fault and reset puts the machine back into low speed mode then it works normally in that mode.

I went through the contractors tracing the connections and it all seems to be connected correctly. Contactors don't seem original. I have been thinking about wiring the motor up manually taking the contactors out of the loop for Delta mode.

Did you (or can you) actually open up and see the condition of the contacts inside the contactors? Not sure of how that thing is wired but maybe the motor is not getting all 3 phases in that mode, or not full amperage thru the contactor.
